Abstract |
Background. One of the projects on digitalizing public administration is creating a unified digital profile of citizens. This should significantly simplify the interaction of every citizen with government agencies. At the same time, this requires amendments and additions to a number of Russian regulations in order to protect the right to privacy, to ensure cyber security and technological sovereignty. The main goal is to analyze the legal frameworks of a unified digital profile of a citizen and to highlight potential directions for its development. The set goal predetermines the tasks: defining the concept of a unified digital profile, examining the capabilities of its implementation in various areas of public administration, and identifying the features of legal regulation. Materials and methods. The empirical basis of the study is made up of various legal acts that establish the features of creating and operating both the basic digital profile and the industry-specific digital profiles determined by it. In the course of the study, such general scientific methods of cognition as analysis and synthesis, classification and analogy, deduction and induction, description and generalization, as well as formal legal method and comparative legal method are used. Results. The study specifies the features of creating both a universal digital profile and an industry-specific digital profile. The industry category includes digital profiles of medical staff in medical organizations, patients, passengers, athletes and other subject in the field of physical culture and sports, taxpayers, civil servants, as well as subjects in the field of migration. Conclusions. The introduction of a digital profile in the Russian Federation is accompanied by the emergence of several unresolved problems, namely differences in understanding of the general concept of a digital profile; difficulties in relating the digital profile category to allied categories (for example, digital twin); emergence of digital citizenship; rapid development of scoring. |
